Roland's Profile

Roland Perry, one of the most respected consultants on Internet public policy

Roland has a masters degree in Engineering and Management Studies from Cambridge University. His early career was in specialty electronic design and retailing, culminating in overseeing the designs for Amstrad, supplier of Europe’s top selling personal computers in the 1980’s.

Following a period in technology journalism, he helped launch the UK’s first family-friendly Internet service, UK Online, in 1994, and became interested in the way the law is commonly perceived to apply differently to the online and offline world.

Roland has concentrated on the area of Internet regulation and governance since 1999, first as Director of Public Policy for the London Internet Exchange, and subsequently a five-year contract with RIPE NCC. His role was to assess, and contribute to, the development of global Internet Governance, and promote Enhanced Cooperation with governments, regulators and law enforcement.

This involved organising biannual government roundtables and introducing the RIPE Cooperation Working Group, in addition to helping prepare and deliver the Internet Technical Community’s presence at the first five Internet Governance Forums.

Roland actively participanted in RIPE NCC’s outreach with international organisations such as the European Commission, OECD, ICANN, ITU, Council of Europe, United Nations and regional IGFs, as well as many policing bodies.
